On Friday, August 13, 2021, Bishop Jaime Soto issued the following instructions to the priests and deacons of the Diocese of Sacramento regarding religious exemptions for COVID-19 vaccines:
Dear Brothers:
I instruct you not to sign any letter affirming or granting a religious exemption for those who choose not to receive the COVID-19 vaccine.
Doctrinal and moral guidance by both the Congregation for the Doctrine of the Faith at the Holy See and the Doctrine Committee of the United States Catholic Conference have provided the clergy and faithful with clear teaching that Catholic men and women may receive the COVID-19 vaccine in good conscience. Anyone with personal medical concerns about the vaccine should consult with a health care professional.
Both offices have reminded us of the moral obligations of charity. The individual disciple of the Lord Jesus should not only look to one’s own personal benefit but also to the common good of public health that will be served by receiving the vaccine.
Anyone who chooses not to receive the vaccination for religious reasons does so on basis of their own personal conscience. The pastor is not obligated to provide his personal or ecclesial endorsement for such a personal choice.
Members of the faithful who choose not to be vaccinated are encouraged to properly inform their conscience. They should also keep in mind the moral obligations of charity to care for others in the community, especially the most vulnerable. Charity will require reasonable, concrete actions to protect others from possible infection such as wearing masks and limiting social contact.
I hope these instructions are clear and helpful. Join me in asking God’s mercy to bring an end to the pandemic, grant healing to all the afflicted, perseverance to all who care for them, and comfort to all who mourn. May the intercession of the Blessed Virgin Mary, Mother of Mercy, grant to us the wisdom and charity of her Son, Jesus.

Sobre Exenciones Religiosas Para Las Vacunas COVID-19
Queridos Hermanos del Clero:
Les dirijo que no firmen ninguna carta afirmando u otorgando una exención religiosa para aquellos que eligen no recibir la vacuna COVID-19.
La dirección doctrinal y moral tanto por la Congregación para la Doctrina de la Fe en la Santa Sede como por el Comité de Doctrina de la Conferencia de Obispos Católicos de Estados Unidos han proporcionado al clero y a los fieles una clara enseñanza de que los hombres y mujeres católicos pueden recibir la vacuna contra COVID-19 en buena conciencia. Cualquier persona que tenga inquietudes médicas personales sobre la vacuna debe consultar con un profesional de la salud.
Ambas oficinas nos han recordado las obligaciones morales de la caridad. El discípulo del Señor Jesús no solo debe buscar su propio beneficio, sino también el bien común de la salud pública que se beneficiará al recibir la vacuna.
Alguien que opte por no recibir la vacuna por motivos religiosos, lo hará basándose en su propia conciencia personal. El párroco no está obligado a brindar su respaldo personal o eclesial para tal elección personal.
Se anima a los fieles que opten por no vacunarse a informar debidamente su conciencia. También deben tener en cuenta las obligaciones morales de la caridad de cuidar a los demás en la comunidad, especialmente a los más vulnerables. La caridad requerirá acciones concretas y razonables para proteger a los demás de una posible infección, como usar máscaras y limitar el contacto social.
Espero que estas instrucciones sean claras y útiles. Únanse a mí suplicando la misericordia de Dios para poner fin a la pandemia, otorgar alivio a todos los afligidos, perseverancia a todos los que los cuidan y consuelo a los doloridos. Que la intercesión de la Santísima Virgen María, Madre de la Misericordia, nos conceda la sabiduría y la caridad de su Hijo Jesús.
